Legal City

A large oil field was discovered in a remote area of Japan. Banshuryo Genichiro, who obtained a massive amount of oil money, ruled over the town, governing it with his own laws, creating a "Legal City." Endou Yusuke, a special agent from the Tokyo Metropolitan Police Department, infiltrates the Legal City, impersonating a dangerous criminal named Terazawa Junichi, in order to apprehend Banshuryo.
